Munitions Range Increase

Config rebalance that changes the max range of missiles and bullets to 2800, their max speed to 1000, and doubles the Gatling Gun/Turret RPM and increases their accuracy.
Large Caliber bullets (i.e. for turrets) have had their damage halved to compensate for the increased RPM.
Makes small ship bombers/fighters more viable, and incentivizes player turret aiming.
