Twig's Weapon Damage Tweak (No CSS Snipers)

Description
This is an edit of my weapon damage tweak to omit the CSS Snipers, since I already use separate rebalance scripts for the AWP and Scout that'd conflict with the original pack. It is otherwise identical to the original mod.
