Empire Sprawl Removal *Updated*

What this mod does:
As the name suggests, it completely removes empire sprawl from the game. However, it does not remove the empire sprawl symbol. Therefore, the number should be zero when hovering over empire size 'Total Empire Size: 0'. If it is zero, the mod is fully working, and empire size has no weight, therefore no penalties. So go forth and grow your empire to your heart's desire.

When will this mod not work?
It tends to not work with Total Conversion mods; before some updates, I know it used to work with some, but it no longer does. So I'm going to have to make separate ones for them. It would be most welcome for you guys to test to see what's compatible or not.

Have no Total Conversion Mod, and it still won't work?
