UA: All the Way - Each Declaration of Friendship provides a 10% Combat Bonus to naval units (capped at 40%). Settling or capturing cities on the coast start a WLTKD in the capital.

UU: Vung Tau Ferry - (Replaces Carrier): Non-naval units killed within sight of this unit are respawned with 25% health on an adjacent tile.

UB: Surf Club - (Replaces Circus): Must be built in a city build on the coast, but does not require Horses or Ivory. Civilian and ranged naval units built in a city with this building receive double movement on coasts.
