Yep, I'm happy Paradox did that. Mod is obsolete but I see no harm in keeping it up for whatever reason like someone wants to play the earlier 3.0 versions.

This mod is vanilla now. They added a New Game setting to change how fast the scaling occurs and even disable scaling altogether.

Updated with another override to make it so assembled pops are also not affected by empire population.

This should work if all players have the mod activated with identical mod lists + load orders.
