No Genetic Modification For AI

Description
This mod restricts the AI from picking the Engineered Evolution and Evolution Mastery ascension perks. The AI can still access the research options, but do not spam sub species like they usually do with the ascension perks, at least in my testing. If you still have problems with it let me know and screenshot it.

@Cutha Sorry about that I fixed it, it was a test to try and stop the ai from picking the technology that gave gene modifying.

The idea for the mod is great but it replaces all the base files in .\technology. I found this out because in our multiplayer game none of the new encryption tech's came up. When I compare 00_phys_tech.txt from the mod to the vanilla version it is missing all the new stuff.
