$STORAGE_IMPORT RESOURCE_TRANSPORT_COVERED 10 is old style.
$STORAGE_IMPORT_SPECIAL RESOURCE_TRANSPORT_COVERED 10 plants is much better. You create aspecific storage for plants.
With the old type a truck could unload electrics by example. Make it specific.

Your building.ini has an error. There is $CONNECTION_ELETRIC_LOW_OUTPUT.
It sure should read $CONNECTION_ELETRIC_LOW_INPUT as an dedicated electrical input.
