Description
Passenger Shuttle for easy LKO ~100km with enough remaining fuel to de-orbit, with deployable satelite relay tail module. Regular and large (2.5m) docking ports included. No solar panels (relying on a couple of PB-NUK instead).

Seats 21: 4 crew, 16 passengers, and 1 emergency seat on a robotic arm for picking up Jeb when he's drunk in orbit.

I pronounce it "stopper" in my head... The "p+r" bit is just an easy way for me to remember what it's carrying (passengers and relay).
