If I transform the airbases outside of the dotted hexes, I don't get the error message (but of course no reward either).
only explanation for this i can think of in this context is:
- starting the scenario with several mods turned on that interfere with with the units.csv
- then turning off mods and loading a safe game.
since the units still have the properties from the old dataandare no longerprersent in the new data the error occurs.
Since i am not able to recreate the error on my end, this is the most probable cause for this.
i asked in the slitherine forum for more feedback from others that are experiencing something alike, maybe that will get another explenation.

No, I didn't split the mobile airfield unit.
obviously I'm not alone ;-) No mods installed, only the grand campaign, the latests Version, no splitting of bases etc. And i guess chaurey has the same error.

one thing came to mind. did u split the mobile aifield at some point and rejoin it?
