It can climb some little angle,

Before everything you have to press F once. It's a rod that center every others rods on the spinner, so it's essential to make the robot walk.

F : Essential rod
Q/E : Adjust Jets power (thrust adjustements)
W/S : Adjust Legs span ( the rods are on "Actual")
A/D : Turn Left/Right

To get up , maintain E and W
To get full speed and 100km/h, maintain E and W for 1 sec, the time for everything become at its max.
To walk slowly , reduce the power of the jet spinners with Q, and get more legs span with S if needed.
