Reg, the Relic from the Abyss from cult classic manga and anime 'Made in Abyss'.

Neutral Special
The Incinerator Beam. Reg pulls back and charges up for a long time, which can be cancelled with a hard left, right or parry.
When it's finally ready there will be a sparkle on his hand indicating that you need to watch out.
When release fully charged Neutral Special, the background becomes dark and everyone stops moving.
Landing the blast will kill anything in-front of him, but after it's over Reg will be helpless for short time.

Up Special
Wrapping his arms around himself, Reg slows down his momentum before launching himself upwards.
While before the launch, holding down special it will increase it's release speed and knockback, and at max it will send him into pratfall.

Forward Special
Holding his hands out forward and quickly shooting his extendable and directable arms, latching onto walls, platforms and enemies, Reg propels himself forwards.

Down Special
While on the ground, Reg will leap into the air and back before covering himself with his arms and diving face first into the ground, then sliding on the ground.
If in the air, he'll immediately go into the dive.
Landing the attack will make him latch on to them, before he then kicks himself off, knocking them the opposite direction.

Up Air
Reaching up with his arms, when landing Up Air it will immediately grab hold of the opponent and throw them downwards diagonally.

Down Air
With a quick kick downwards with both feet, connecting the first hit of Down Air attack causes him to continue attacking with two more kicks, before ending with third kick. During the final kick, holding left or right will send them horizontally, and holding down will allow him to fall under the opponent, while holding up (or nothing) will spike them.

Back Air
The Blaze Reap. Taking out an axe and swiftly swinging behind him, if it hits Reg instantly turns around and the Blaze Reap will continue to land three more attacks.

Forward Tilt
A secret mini explosive, hitting an opponent with Forward Tilt will prompt Reg to extend his arm out and let go in-font him, causing it to explode, pushing him and launching the opponent away from the blast zone. But it can only be used once per life.
But once it's used he can still attack, so he will throw out a back-handed smack instead.
