You have to make the map a bit stretched out and longer so that CTs can reach the bomb sites earlier. I am thinking of having bombsites where the two blocks are in the middle of the map so you have to change the map a bit. :)

You can have a theme like: Terrorists have broken into a government building which contains sensitive information and are trying to blow it up, while the counter-terrorists have been deployed to protect the information. More on the way. Subscribed and rated.
