Kurin HAR Edition Tribal start

Description
This Mod adds a Kurin Tribal scenario and 2 Kurin player factions with Neolithic Techlevel, one with standart tribal research and one without any.
They may still spawn with normal clothing.

- Made an update for 1.4 so there are no red errors anymore.
- Ideology should also work now, but only, because i copy pasted it from the Kurin mod.
- Quick test for 1.5, seems to work.

I can't guarantee that this works for everyone.

Just tested it in 1.5, no errors so i think its fine.

Tried a game with it about three weeks ago, after VPE came out. Seemed to work fine over maybe a dozen hours of play.
Also worked for a much longer game I played back when 1.3 first came out. Probably 50-100 hours.

I know some settings have changed in 1.3 but I think it still works fine.

this was actually a really good mod, theres not nearly enough race mods that are less than spacer tech and also arent overpowered at tribal, it makes tribal games feel empty
