Description

Lets you build spirit soil the same way you can build regular soil, fertile soil, and shallow water.

Make sure you Activate your mods. (hit the gear in the main menu, and you'll see the mods)

You have to unlock the ability to place fertile soil etc first, which could be it?

The same way you make fertile soil/regular soil/etc. (Build > Areas)
