Remove ATMO mod

Description
Removes all atmospheric thrusters from the build menu.
NPC's spawning with atmo thrusters should still be working (and salvagable by players)

Intended for use on rover / hydrogen server

I also created a "Remove ION mod" so space travel depends on fuel / hydrogen.

- Includes Sparks of the Future Sci-Fi thrusters
