I think the error.log clears on every new game start, so anything that logs at the top of the file when loading the game up. If you have a lot of mods that might be a lot though, so it might be worth loading them in a separate playset just to test

Ah, so I think that will mean they get applied first, and any lower mod can override the changes. Try moving them to the bottom and see what happens. btw if that is the problem, then the offending mod will have it's changes wiped too, so you might have to either choose between them or manually edit one
If none of that works, maybe see if there are any logs in:
C:\Users\[you]\Documents\Paradox Interactive\Stellaris\logs\error.log
- this mod is just for Government Authorities (Dictatorial, Democratic, Oligarchic etc) so maybe you mixed it up with the other mods I made and didn't activate those also
- it could also be the load order of your mods is causing this one to be overridden by another mod you might have active. I think the list is applied in order, so the last one can override the changes of the ones before it if they change the same file
