Tech Rebalance Module 1

This mod seeks to reshift the stellaris meta to allow for many more varied playstyles. As of now it is seperated into 2 modules with an addon.

This module, Module 1, is intended to make tall empires a viable and with equally high potential to wide empire builds. It will try to do this mainly by attacking empire sprawl, the goal is to increase sprawl in a way that will equalize the power of tall vs wide by either forcing wide builds to give up some of their eco to stay technologically ahead or to dwindle behind technologically with a stronger eco.
