OWB Reduce ChicoNet Coring Cost

Description
Changes the coring cost increment for ChicoNet nations to increase linearly (10, 20, 30, 40, 50...) instead of exponentially (10, 20, 40, 80, 160...), making it much easier for these nations to core a lot of states.

Could have sworn it did. Couldn't be easy, could it... I'll fix it sometime when I have a clue what the mod launcher wants from me.

i cant run this mod it says "missing descriptor file"
