Civ VI Worker Charge System

Description
Adds the Civ VI Worker Charges system to Beyond Earth.

Workers now construct improvements instantly by using charges, and clear terrain and build roads without using them.

Workers start with 3 charges, gain two when you research Robotics, and no longer consume charges if you build the Drone Sphere.

All credit goes to Ryika, who basically helped me steal code from their Codex mod to make this as a standalone.

Master Control now gives three trade route slots in the capital alongside +1 Movement for workers, to compensate its main function being less valuable.

The Slumber-Slaughter Extract Artifact Reward now gives +2 Worker charges.

It didn't affect charges before, but I just updated it to add +2 Worker charges.

It will not add the charges with my Artifacts Overhaul mod, since that changes the perk to not involve workers.

Excellent mod. thank you. Stolen with permission. xD. I do sometimes like the old worker system when I just want to watch them animate and do their stuff, but the charge system is balanced and it helps de-clutter the map in late game.

Still hoping for a BE 2 using some of Civ VI's stuff, especially the adjacency bonuses.

Good job man) i think need carry more mechanic from Civ 6 in BE.
