Alternative VOX Military Takeover

Description
An alternative take on the VOX switchover, with a log-in sound followed by the male voice the military prefers to use.

As with most sound mods, you may need to use snd_restart for it to work. Deleting the sound cache and then using snd_restart may also help.

i like both of them a lot, i sorta wish this still included the female VOX voice fading and glitching out, but then cut it off with the three beeps and finished it with the male VOX stating that the facility was under military command

anyways, nice job

While I prefer the old one (and how it feels like they flipped a switch that switched the vox mid-sentence), this one makes a bit more sense.
