Description
Modifies the spawn rate of Rogue Armies by 4.

This mod aimes to lower the focus on constant conquest by making the Rogue Armies more common.

This mod is pretty hilarious to add, eventually major empires start getting wiped because various rogue armies have full stacks of hellfire missiles, gyrocopters, whatnot.
