Siigari's Refinery Tweaks

Description
Slows down the refinery's processing of progressively higher tier materials.

Special thanks to Bubbet who provided the code for this, and CrusadersDeleters and Sathaerz who helped talk me through some of it.

Refinery Tweaks is a mod designed to provide a more realistic approach to how long refining ore actually takes. The higher tier the metal, the longer the refinery will take to refine.

This mod is designed for the Cold, Dark Space public server (https://discord.gg/aYQAJzs). If you would like to use this mod on your public server you may, just please let me know you are using it in the comments below.

Not a public server, but a private one. Some friends and I really like the idea of this mod and are excited to try it out. :)
