Kings may Viceroy

Allows King tier rulers to create Ducal tier Viceroys.

Requires Charlemagne DLC which adds Viceroys.

Traditionally feudalism was based on land agreements that weren't inherited unless the holder was of relation to the rulers dynasty. It wasn't until the landowners gained more power that the change shifted over to being hereditary titles for common noble folk.

Ideally I would like to have this tied to the council powers system whereas having an empowered council prevents them from being handed out (and not allows you to do so freely) but that is out of my grasp. At least now during the early bookmarks you can play like the Kings did by not permanently giving up your titles.
