Colony Shield Spacing Fix

Description
Fixes the awkward spacing of colonial nation shields compared to other shields in the diplomacy menu. Also applies to truce shields, making them a bit more compact and easier to see.

@Dr. Oetker Mod is Currently not useable. breaks the Support Rebel button and hard crashes the game. plz fix. :) I enjoy the spacing fix.
