Mod that allows both ascended Synths and Machine Intelligence empires to gain full access to genetic and cybernetic modding abilities. Synthetic empires will have access by default, and Machine Empires will require either the Driven Assimilator or Rogue Servitor civic to use it. There is also a secret option during the event that runs when you take the perk if you've gone far enough in the Horizon Signal event chain. The mod requires Utopia for the base, and will require Synthetic Dawn if you intend to use the Machine Empire version.
