Report a translation problem
It could also be the races I've been playing. One save I was running as a cybernetic species (tried to make the borg, and really can't but I came as close as the game lets me). The second game I've been playing was a machine race I created called skynet, the whole nuked their creators and purge the galaxy sort of thing.
When I feel up to it, I'll try playing as a "normal" race and see if any of the administrative buildings you mentioned are available. I have some uplink thingy on the machine race I'm playing, but those things eat energy credits like they're going out of style, and for some reason none of the planets I'm finding have very many generator districts available on them. Another RNJesus thing I suppose as no primitive races have shown up either, although it was set at maximum in the options.
T3 buildings are all well and good, but is there anything to do for earlier in the game, some T1 and T2 buildings perhaps? Something? Admin cap is so horribly broken in stellaris, literally everything increases sprawl, and the only building I can find that I do have uses a crazy amount of energy credits to run. Ugh......this is why I got fed up and stopped playing for a while in the first place.
Sorry if it's a bit ranty, I'm just incredibly frustrated over this. The lack of balance is maddening...
