Fixed electric pole

Small hotfix to prevent growing towns cutting your eletric lines. Adds eletric poles as buildings, so town won't be able to replace it when growing. Great for big poles lines. Town houses contains small poles itself, so having extra small pole as building is only for esthetic purposes.
You can destroy poles like any other mod building - by placing road at it.

I recommend using this only nearby towns, where is risk of being replaced by house town. For rest of the line use vanilla poles.
