Just added a little contrast to make her face and hair stand out a little more, some shine and god rays to make it more mystical, and I added a water ripple to the water below.

I spent a long time trying to make her cape and hair move realistically. I ended up needing to make the main fairy move with the hair and in turn I made all the fairies move.

Also, I added a rain filter to give it a lo-fi vibe which works... I think. The clock fits pretty well and there might be cooler stuff to do with it, but I'll leave as is to be more simplistic.
