Coastal Climates (+ tweaked AI)

Description
Hello there! This is my attempt to balance the crazy pirate/norsca climate system, on vanilla weather they can basically settle at every corner of the map... well, I change that to only coastal cities (in a way). Using island and savannah climates to “trace” the coastlines, some places will feel weird because they are considered "islands" now (Fyrus, Sorcerer’s Islands, some coastal settlements in Naggaroth, etc), but you people will understand the idea. Following the same logic, I limited both Tyrion and Alariele suitability related to frozen climates, they can still invade the coasts of Naggaroth, but inland they will face difficulties. Same goes for Teclis and Kraken Boi, they can settle at the entire coast of Lustria, but not much further.

And lastly, using the tables from MINOS as templates, I gave my own spin to the AI behavior. Basically they are supposed to sack more or colonize suitable land, instead of razing them. Also reduced the chances of colonizing unsuitable land. So, hopefully, no more Bretonnia invading and colonizing Norsca and so on.

Does this work with New Lore Friendly Climates? I ask because I think the changes here are necessary but I also enjoy the diplomatic effects of holding certain climates in the other mod.

So a good alternative to New Lore Friendly Climates (Total WAAAGH! updated) for anyone that doesn't want the extra climate categories. Nice work! The AI tweak is nice too. I hate it when the AI keeps sacking cities when they could just take them.
