This is a prop featuring the badge / logo of the Columbia City police department.
It can be found by searching CCPD in-game.

Its design is based off of the Seattle police department’s.

I incorporated elements from kawaiisatanu’s Columbia City flag , special thanks to them.

Use this guide, https://gtm.steamproxy.vip/sharedfiles/filedetails/?id=1707735418&searchtext=graffiti . It's the same just replace graffiti with the logo of your choice.
