PermaIP - Permanent IP Ban Support for ULX

Description
PermaIP automatically detects when players are permanently banned using ULX, and stores their IP in the local sv.db to make sure they can't rejoin on a new account!

Note: This is an addon for servers, and will do nothing on the client.

Requires ULib to function properly. If you are using ULX, you have ULib already!

NOTE: THIS MAY AUTOMATICALLY BAN PLAYERS IF THEY ARE USING A PROXY AND ANOTHER PLAYER WITH THAT IP WAS PERMANENTLY BANNED. THERE IS NO WAY AROUND THIS.
