This addon for Erisss's More Planet Info lets it display Letheia and Legion settlements from Letheia Expanded.

Letheia outposts are indicated by the white L with three red dots of the logo. Legion outposts are indicated by the red-eyed thing (last icon in the preview image).

I believe More Planet Info already supports Elithian Races without problems. If something's happening that's causing MPI not to show the Elithian Races encounters, I dunno what to tell you.
