Brute force method to decrease amount of "spam," that is the huge amount of units of all types the game produces especially later and just to make the game more manageable by having less units in general. By increasing $KOSTS$ of aircraft, ships, ground units and buildings 3x their normal amount, there can only be 1/3rd less produced of said units which contributes to game performance.

This means player and AI will need 3x the ICs, resources, equipment, and manpower to construct ground, air, water and building units throughout the game. Division strength should top out around 200 ground units and while thousands of aircraft will still be fielded by the majors, there will be thousands less.

Known issues:

The reallocation of so much manpower/equipment into existing units, will, for a time, cause massive national manpower and equipment shortages. The numerous infantry units as 3x more manpower and infantry equipment is required to fully gear up existing divisions. After a couple of years, the situation should stabilize. The mod Is fine for either 1936 or 1939 start.
Should work with any mod (such as Expert AI at this time) or any mod that does not change or add units or buildings.

(FYI fuel use, supply use is 3x as much as it figures into $KOST$ and buildings that produce / store resources are also adjusted to 3x as much to properly scale)
