I think in both my games I was very unlucky in that the Greek position took Yaroslavl', and the Moroccan position took Yekaterinburg as their first cities, so I was quite shut down.
Also one of the games was with Egypt, so their War Chariot was completely useless in the hills.
I'm currently playing in the Swedish position and having a much better time of it, although I did spawn next to Monty, Dido AND Shaka. I managed to shut down all the mountains and survive the three-way DoW :O :D
I hand placed the resource so I can definitely edit them.
I've tested the map personally as Indonesia, Venice, Portugal, and the Dutch but I've yet to play as someone in the southern continent. I must of overestimated that Russia start because they've always been top 5 in the games I've played and usually pretty expansive. I can move Riga a bit though.
My suggestions would be
(i) to add some more land tiles to the west, moving the city state out into what is currently sea, so that their resources won't overlap with a potential city in the western mountain pass area. Bear in mind there's a nice place for a city above it (Fes on the scenario) which you don't want to mess up, so don't move the city state north at all.
(ii) the mountain pass that leads east (Vladivostok and Rostov) is horrible. Tundra is bad enough, ice is too much. That should all be tundra with a river through it for a possible city.
Because its currently a very bad idea to put cities in these two passes, they become infested with barbarians, which you have a hard time fighting, since you are trying to defend wherever you did put your second city from the two other nutjobs in the valley who assume you're forward settling. Not a nice position to be in. Maybe the incas would have a better time of it ;)
I'll tell you, though, starting in those mountains is bloody tough. I'm not sure if you have a chance to spawn there everytime with this random start mod, but if you do then you might want to think about improving the second city prospects for that player!
On high difficulty you either have to fast expand out into that valley, far from the capital = death. Or go one city challenge. I don't know how in control of resource placement you are? Since it was the same both times for me.
this is a known bug with custom maps that are manually installed. I'm really not sure what's going on with the mod installation but this is the first time I've uploaded something so perhaps I made a mistake.
Anyway, to fix that issue you should use this mod

I've played on many of my own maps without a scenario using this.
(i) I also had to manually add the maps to the \maps directory.
(ii) On the non-scenario version I always spawn in the same position (south most, in the mountains, surrounded by copper)
