Rural Highway is Network Extensions 2, which is falling out of grace. People are using vanilla++ roads. To bad, it also cost me some nice dcmi interchanges.

Rural Highway is possibly DLC or mod content.

by looking at the error log and searching steam workshop on chrome with the id it said for road barrier, i found out this was the missing mod.
