Hmm I don't know what I can tell you, it works for me.
Though I am running them vanilla plus dlc with little mods, and with only the workshop version subscribed and it works fine, as shown in the thumbs.

I have heard of something similar for other vehicles, being a steam error, which is to say, the file downloaded got corrupted somehow. I would unsubscribe and also go into the steam mods page for cities and make sure it's deleted there and re sub and see if that fixes it.

This bus is invisible in my city. I could see they were running but
