Please describe in details "does not work".
Map mods usually comes with different countries, so their global speed regulations may not covered in this mod. Map mods may also comes with their own traffic rules and doesn't inherit game default, so yes the speed limits will follow theirs not this mod. Please note, GPS indicated speed limit in route advisor and dashboard display not always match those posted speed limit road signs, unless you change the settings to display car speed limit, not truck.
NPC vehicles will try to reach the highest possible speed as indicated by posted speed limit (cars follow car speed limit, trucks follow truck speed limit, and so on). However, NPC vehicles has their own top speed based on their engine power, e.g. you can't expect plowing tractors to reach speed 90 KPH on roads with 90 KPH posted speed limit.
