Rabies Virus

Description
Rabies - perhaps one of the most terrifying diseases know to humanity. It all starts as a fever, and at first a little headache, but from the moment you felt your first chill you were dead, inevidibly fated to spiral mentally out of control as the virus reproduces at the expense of your neurons. You will become delerious. You will become violent and aggressive. You will drool on yourself, bite at anything. Your jaw will lock up and you will spasm at the mere thought, let alone act, of having a drink. 100% lethal from the moment you even realize you have it, Rabies is thankfully mostly limited to minor outbreaks among the less mentally developed of the animal kingdom, as, at least in wealthy nations, readily available and administered post-bite treatments have rendered its only mode of transmission from animal to human ineffective, relegating the horror of end-stage rabies to the developing world. And even there, its hardly transmissible enough naturally - not at all between humans - to be much of an epidemic.

But, with increasing urbanization, forcing animals into smaller and smaller habitat and placing more humans together in close proximity, with development infringing on animals spaces, often forcing them to live together with humans, perhaps that may just change. With each transmission, whether it be between animals or from an animal to a human, the virus opens itself to mutation.

As rabies, it is your job to see humanity through, whether by supercharging animal vectors, or by exploring the terrifying prospect of a human-to-human evolution of the virus, its time to introduce a little panic.

This scenario is somewhat of a WIP. I've tested it myself a few times, but haven't really developed a meta for winning effectively or with maximum scoring. Any feedback is much appreciated in the comments!

Good concept, but needs balancing - getting into the islands seems mainly up to luck. Maybe instead of it starting out with high severity and lethality, it could gradually increase using the Minimum Severity/Lethality per day, similar to the bioweapon. This would simulate the slow but inevitable lethality of rabies.
