Report a translation problem
Just downloaded your scenario and hat fun with it. I took me just less than two hours playtime to get it done.
In the end, I did not use Cheyenne, no need for it, and I thing the award of 50.000 for connecting is too much. Just remove the award in total.
Also, may I suggest to put in a target in the southwest, like delivering tools. That will force the development of the area.
Note: I did put in a screenshot (with a spoiler alert) in which you can figure out how I did it. And I had a bit of luck, two very attractive contracts for meat! (Not much a designer can do about that, it was sheer luck with the random events for drawing contracts.)
