A simple mod to improve fishing technology.

Added:

Fishing Tools: Adds a % Bonus to Fishing output equal to its level (Due to how the game is coded this is kinda hidden atm)
Improved Fishing Boats: A technology that, once completed, increases your Civilian Naval Tech.
Civilian Naval Tech: A non-slider that increases your Fishing cap. Increased when Improved Fishing Boats gets to max.

I did this mainly on a whim and out of boredom and to learn some how modding this game work. If I decide to expand on this idea I will be making another mod, so I can leave this relatively clean one up for users to pick at.
