Tweaks & Fixes: No Tech Hunter Alliances

Description
Simple patch for my mod Tweaks & Fixes, removing the alliances given to the Tech Hunter and Machinist factions in said mod. For users who are not fond of the change.

This will cause towns to sometimes fall into civil wars between these factions and the owners of the towns. Use at your own caution.

Yeah, had to download this patch after the whole town of black scratch tried to murder me for defending myself from the traders guild. cheers
