No problem, firaxis didn't clearly explain that in UI and it's common issue with mods

You are right. Mod didn't work because I played custom configuration which I set before I installed your mod. Somehow it didn't add mod there automaticly so I have made new configuration. Thank you and forgive my ignorance

I don't have any problem with it. Do you use configuration for custom game? Or any AI mods?

I have no idea I never played MP but my mod just modify AI behaviour it can work
