FU Water Generator Patch

This patch adjusts the LiquidPump to have a range of 4 instead of 16. This allows it to not suffer such penalties by being placed near other pumps, but still retains the need to optimize spacing to minimize the impact of stacking so many near each other. This is mean to balance the feature that I feel is too aggressive and breaking the functional mechanic of the device. I had a farm of 24 water pumps that performed worse than just 4, because they were stacked too close together. To me, the mechanic of anti-stacking is broken.

I made this mod for my server I'm running, I may add the other 'well' objects to this some time or upon request, but for now it just affects the Water Generator.
