Also, if it bugs you, Civilization V has a feature that allows you to rename Cities. You can always rename a city to Moscow when playing as the European Union. Or...you could conquer Moscow from the Pan-Asian Coalition. :D
You should know though, that there is actually a thing called "Start Bias" in this game, making certain Civs more likely to start in certain terrain regions. Russia for example, has a tundra bias.
I gave the European Union and the Pan-Asian Coalition a Tundra start bias, so it's really not a matter of luck. If you're playing as either of the Battlefield 2142 nations, (and you don't have start bias turned off, because there's an option to disable it,) you WILL spawn in the tundra, nine times out of ten.
