If that still does not work, copy the content of the first folder (3 OS folders and icon.png) into a subfolder Monk of the second folder (which makes it a local mod install).
There are no other buttons. I have done an uninstall and reinstall and verified I am subscribed to the Monk mod. I have verified the integrity of the files and all were successfully validated. I can't think of what else to try at this point.
Still not working, so I reinstalled Slay the Spire to check how it works there. Turns out, if I put a check in a box belonging to a mod when viewing Properties for either game, it doesn't do anything in either game, and unchecks itself when I launch the game.
So just to verify, when you say "Just check Monk under Mods", do you mean under the Workshop tab in Properties where mods are listed next to boxes that can be checked or unchecked, or do you mean a different place?
For comparison, when hitting the Play button to launch Slay the Spire while subscribed to mods, a popup appears that reads "Slay the Spire- Steam" with two options, "Play Slay the Spire" and "Play with Mods". When hitting the Play button to launch Fate Hunters, this does not happen. It just launches the default, unmodded version of Fate Hunters. I have uninstalled and reinstalled and made sure I was subscribed to the Monk mod. It's still not appearing.
