3 Habitats Limit

This mod simply limits the amount of habitats a country can construct to 3. Conquering or losing habitats will not contribute in any way to that number, it works just like the dyson sphere by applying country flags upon megastructure completions.

For those who are tired of ai's just spamming habitats until the entire galaxy is stuffed with them.

Overwrites habitats.txt.
