This mod will increase the dockyard output. You can choose which speed you want to produce ships in.

No it does not.

-Is it Permanent?-

No you will get to choose if you want temporary productions bonuses or permanent.

-Is it by the decision tab?-

No it is a event menu.

use event betternavy.6 [<Target Country Tag>] to triger it

if you get the event id thouw debug command you can triger the event for all the ai this sould help https://hoi4.paradoxwikis.com/Console_commands and pleas give me the event id
