Original Map rp_rockford_v2b made by Statua

Changes:
-Flipped Townhall/EMS/Bank area so that it faces GM
-Removed useless building next to hospital and replaced with office building
-added shack at waterfront for fishing npc
-Removed rockford customs and replaced with old parking garage
-Upper city shell is now 7/11
-Atms at the store
-Ghetto windows are not 1 way anymore
-Fire station no longer has a tower
-rearranged some bus stops
