2-4 Decoder

Uses a new design of logic gate, that's a lot thinner then my others. This is a 2 to 4 decoder, meaning it can take a 2-bit binary number and output to 1 of 4 individual outputs. It also has an Enable line, which is useful for chaining multiple decoders together.

The outputs are a little wonky, they're driven directly from the gates below which leads to some balance issues and a lot of wobbling. If I come up with a better way of doing that part I'll update.

Controls:
Y = Activate
3 = Enable
2 = Least Significant Bit
1 = Most Significant Bit
