I just wanted to add two clarifications:
You need to rotate 1-17 CCW once to reach the "starting position" for OWENII. So it looks like: https://i.imgur.com/6KWrk91.png
Not sure why it's like that. If you just start inputting the sequence the from where the level starts, you need to rotate 11 times.

Though the blocks themselves are in 4-9, there's a typo in the code that makes it so the sequence works only in 4-10. You don't need to do load 4-9 and skip, you can just type 4-9's hidden sequence in 4-10 for the achievement
